Officer Profiles

Chief Roy W. McFarland joined the Orleans Police Department on October 2, 1987 and was appointed Chief of Police on January 1, 2001. Chief McFarland served as Assistant Chief prior to being appointed Chief. Chief McFarland is a hostage/crisis negotiator. Chief McFarland is a graduate of Floyd Central High School and The Indiana Law Enforcement Academy. Chief McFarland attended Vincennes University and has attended numerous training seminars relating to various law enforcement topics. Chief McFarland is also a member of the Syria Christian Church and the Spring Mill Fraternal Order of Police Lodge # 172.

Assistant Chief Edward E. Moffatt joined the Orleans Police Department on August 21, 1987 and served as Chief from August 1997 until December 31, 2000. Off. Moffatt previously worked for the French Lick Police Department in 1975 and the Orange County Sheriff Department from December 29, 1975 to October 15, 1979 and attained the rank of Sergeant before leaving the department. Off. Moffatt is a graduate of Orleans High School and The Indiana Law Enforcement Academy. Off. Moffatt has attended numerous seminars relating to various law enforcement topics. Off. Moffatt also serves on the Orleans Planning Commission.

Patrolman Howard D. Rutherford rejoined the Orleans Police Department September 6, 1998. Off. Rutherford had previously served the Orleans Police Department from 1978 to 1980 and attained the rank of Chief prior to leaving the department. Off. Rutherford also served the French Lick Police Department from 1984 to 1998 and attained the rank of Sergeant prior to resigning to rejoin the Orleans Police Department. Off. Rutherford is a graduate of Salem Washington Township High School and The Indiana Law Enforcement Academy. Off. Rutherford has attended numerous training seminars relating to law enforcement topics.

Patrolman Jordan Cain Gilstrap joined the Orleans Police Department on July 13, 2006. Officr Gilstrap was previously employed by the Mictchell Police Department where he served as a dispatcher and reserve officer. Officer Gilstrap is a graduate of Orleans High School. Officer Gilstrap graduated from the Indiana Law Enforcement Academy on December 22, 2006. Officer Gilstrap is a certified breath test operator and a member of Spring Mill Fraternal Order of Police Lodge # 172.

RETIRED OFFICERS:

Patrolman Jon W. Rosenbaum joined the Orleans Police Department January 1, 1995 and retired on July 28, 2006. Prior to joining the Orleans Police Department Off. Rosenbaum was a member of the Orange County Sheriff Department Reserves from 1976 to 1982 and a member of the Paoli Police Department from December 1983 to December 1994 when he left to join the Orleans Police Department. Off. Rosenbaum graduated from Orleans High School and The Indiana Law Enforcement Academy. Off. Rosenbaum attended numerous training seminars relating to various law enforcement topics. Off. Rosenbaum is also a member of the Leipsic United Methodist Church and he is a member of Spring Mill Fraternal Order of Police Lodge # 172

FALLEN OFFICERS:

 

Deputy Marshal Columbus "Lum" Brown (September 14, 1843 - December 25, 1895) Deputy Marshal Brown was fatally wounded in the line of duty on December 23, 1895 and died from those wounds on December 25, 1895 after surviving for thirty hours. Deputy Marshal Brown was shot in the abdomen with a .32 caliber revolver. Deputy Marshal Brown was 52 years old and is believed to be the first Orleans Police Officer to loose his life in the line of duty.

Town Marshal Charles Harrison Wolfe (August 21, 1895 - July 11, 1938) Marshal Wolfe was electrocuted while removing tree limbs and debris from SR 37 after a severe electrical and wind storm had hit Orleans on July 11, 1938. Marshal Wolfe came in contact with a live electrical line which had been knocked down during the storm and died instantly. Charles Harrison Wolfe had served as Orleans Town Marshal for approximately seven years. Marshal Wolfe spent his entire life in Orleans and was survived by his wife Sarah.
